Torfaen Childcare Sufficiency Assessment Consultation April 2017

Under the Childcare Act 2006 local authorities have a statutory duty to secure sufficient childcare for the needs of working parents/carers in their area for children up to 1 September after they turn 14 years, or until they reach the age of 18 in the case of children with a disability.

A core element of this duty in Wales is to complete a Childcare Sufficiency Assessment every five years which assesses the supply of, and demand for, childcare in the local authority and identifies any gaps in provision.

Therefore, the council is responsible to shape and support the development of childcare provision in the local area to make it flexible, sustainable and responsive to the needs of the community.

The council recognises the importance of conducting a full CSA in order to ensure that parents are able to access childcare locally, that meets their needs, and enables them to make a real choice about work.
This draft report (published April 2017) forms part of the councilís fourth full Childcare Sufficiency Assessment is out for consultation for 28 days.

The 2017 assessment has been conducted to analyse a range of data and information to assess the current childcare market, and to identify any potential gaps in supply and is based on a number of consultations and statistical data.

Consultation has taken place but the final CSA report needs to be submitted to Welsh Government by 30th April. We now need any final views on the content of the report. Please click on the below link to view the CSA document email any comments to fis@torfaen.gov.uk

What is a Childcare Sufficiency Assessment?
The Childcare Act 2006 requires all Local Authorities in Wales to conduct a Childcare Sufficiency Assessment to support them in generating an overall picture of parent's use of and demand for childcare in the Local Authority area and to analyse this against the local supply of childcare provision.

Through this analysis, Torfaen hopes to be able to identify gaps in childcare provision where parents' needs are not being met. In consultation with parents, communties and employers, Torfaen will plan how to support the market and address market gaps.

How can I get involved?
If you are a parent or carer of a child or young person living in Torfaen, you should receive a parent questionnaire so that you can take part in our assessment.Your views matter to us and so,if you didn't receive one directly, you will also be able to complete the survey online. The link to the online survey will be published on this page once the parent consultation phase has begun (Autumn term 2010).

If you are a childcare provider, you will contacted by Torfaen Family Information Service for your views on the local childcare market as well as details of your plans for your business in the future.

Once we have completed the initial assessment, also taking into account other factors affecting supply and demand, such as population change and economic factors, we will consult with local stakeholders and partners to finalise the assessment and begin the process of action planning to address any gaps identified.
